Safety
There is a useful opportunity to bring a Fire Appliance onto the Balado site. This would bought as a safety measure agains criminals setting fire to the radome or the buildings. This Fire Engine appliance can be maintained and operated by competent crew onsite as happens at other Ministry of Defence (MoD) bases. After several break ins, the inevitable “next” level that happens is for graffiti to be sprayed on all of the buildings.
Worse, many unoccupied sites such as Balado become targets for arsonist’s and succumb to being burnt down by malicious criminals.
Fortunately, one of the directors at Unique Property Bulletin Ltd., is a firefighter with 20 years meritorious service. He has offered to train a small volunteer firefighter-crew onsite at Balado between now and when the site is redeveloped in terms of the charities established by Mr McLean in 1996, with the second charity in 2012 and the third in 2026.

Those being SECURITY… to make it clear to the overload of criminal breaking-ins at Balado, that there is NEW activity and SECURITY personnel ON SITE.
Plus the very useful high pressure, high volume water pump system on the front of this vehicle has a very pleasant and large amount of money saving purpose…

The high capacity water pumping system in this vehicle is ideal to empty the IBC tanks of fresh rainwater (1000 litre per tank) at base of each roof-drain pipe and pump that water up to a large “header tank” so that ALL the toilets work onsite.
Better still, all the toilets work WITHOUT needing to be reconnected to the dreadful Scottish Water/Scottish Business Stream.
Balado has a LOT of roof water to harvest. A simple BOWSER and HEADER TANK will legally save thousands of pounds in water rates.

Secure
There is a long and growing list at Police Scotland detailing official: “crime or incident” numbers.
Apart from being highly stressful events in themselves, there is the WORRY each night from afar (Edinburgh) that yet ANOTHER break in at Balado will happen at 3am in the morning.
A proven way to REDUCE break-ins and attempted break-ins is to HIRE full-time security personnel.
However, this would be prohibitively expensive.
Another proven and effective way to boost security and make the Balado site safe from opportunist thieves ~ is to make it evident that the site at Balado is coming alive again. Crucially that there are security staff + patrol personnel + guard dogs and all manner of AUTHORISED PERSONNEL coming and going at irregular times.
Especially if there are purposed vehicles such as fire engines and site security vehicles.
Crucially, the best way of remedying site SECURITY between April 2026 and when Balado is either priority purchased by the MoD under their asset buy-back scheme, or the triumvirate of UPB charities completes the current purification of sale/purchase Missives.
By far the best visual deterrent to the current plague of BREAK-INS at Balado, is to install the following temporary security office…
The location for this SITE SECURITY OFFICE is outside of the main compound on a surplus piece of ground, identified by the orange ink outline here…
The proposal is for…
=> The charities to initially lease this small plot of land, from the Balado site owner in terms guided by an FRI (Full Repairing & Insuring Lease) at a “nominal” amount to reflect the provision of a significant tranche of free security onsite.
Then for the old and new owners to go 50%/50% on the purchase of these steel Portacabins (approximately £7,500 each unit).
